Is it normal that a teen breastfeeds a child?

The girl to the right is about 14 and the right is 19, that what it siad on the site.
I mean the girl on the left is about 13, and the on on the right is 19.
She is not the mother, and they have not had any kids.
QUESTION: Is it normal for a teen, that is not pregent, and has not had any kids, to be breastfeeding?
